Local
Homestead Housing Preservation Program (HHPP) District sells single-family tax delinquent rental properties directly to eligible applicants who are selected in a lottery. Multi family properties are sold to tenant associations, cooperative associations and nonprofit developers, through a competitive bid process. Department of Housing and Community Development (DHCD)

Groups that win bids are required to rehabilitate the properties into cooperatives comprised of first-time homebuyers. Homesteaders are required to enroll and successfully complete a homeownership training course, rehabilitate the property to meet housing code standards, live in the property for five (5) years and return the property to the tax rolls.

Homeownership Developers Incentive Fund (HDIF) Provides grants to Community Development Corporations and other nonprofit development entities to help lower the cost of units developed by nonprofits to make them affordable to low- and moderate-income buyers.
